Coalition Director, The Coalition for Environment, Equity and Resilience (CEER)

The Coalition for Environment, Equity and Resilience (CEER) is a collaboration raising awareness of the connection between pollution, place, and the public’s health.  

CEER is hiring its first Coalition Director to further engage in government affairs, policy and coalition campaign development as the Houston region recovers after the devastation of Hurricane Harvey.  CEER brings together advocacy, social justice and education groups from three main constituencies: environmental justice, affordable housing, and conservation.  Together, these main constituencies developed an 8-point plan to guide recovery efforts and infrastructure spending after the disaster.  

The Coalition Director will be an employee of the Gulf Restoration Network, the fiscal program sponsor for CEER and report to a steering committee in developing and furthering the policy and community organizing principles of the coalition.

Job Activities:

The Coalition Director will work to build the scope and effectiveness of the Coalition.  The Director will:

    Develop and maintain communication with the member groups who have drafted and supported the principles and action plans of the coalition. 

    Design, prioritize, and implement campaign and outreach strategies in cooperation with member groups and the steering committee.

    Facilitate group participation, define problems and issues and facilitate the strategies and tactics necessary to act collectively. 

    Direct the policy development and comments for the coalition in response to a variety of local proposed ordinance or legislative changes, or regional action plans that define how dollars will be spent in this recovery.

    Identify opportunities to influence and strengthen relevant policies and plans to further the coalition’s 8-point plan. 

    Manage ongoing coordination, develop meeting agendas, schedule and facilitate monthly meetings of the coalition.

    Coordinate constituent and coalition partner visits with decision-makers and public engagement opportunities around a variety of local, state and federal disaster recovery projects.

    Work with partners to develop shared materials, such as talking points and action alerts, and conduct small scale organizing with member organizations as needed. 

    Create and identify additional opportunities to convene community partners and decision-makers to advance the 8-point plan.

    Identify new partners, forging and strengthening collaborative efforts with targeted constituency groups at the local and state level.

    Coordinate strategy with campaign, policy, communications and scientific staff at member organizations as well as internal staff (TBD) and supervise any staff as appropriate.

    Facilitate the implementation of the communications plan with member organizations and internal staff or outside consultants as appropriate. 

    Represent and serve as spokesperson for the coalition to the general public and non-profit community and provide leadership and a convening role.


    Strong commitment to addressing environmental and social justice issues. 

    Strong organizational and problem-solving skills and the ability to work effectively in action oriented office.

    Ability to work independently, cooperatively and effectively with public staff and volunteers, strong ability to network, build trust and build working relationships.

    Experience working with environmental justice communities preferred.

    Has current contacts with or the ability to build contacts to develop coalition partners across the Upper Texas Gulf Coast. 

    Excellent verbal, writing and analytical skills. 

    Proficient computer skills including social media, word processing and database software. 

    3-5 years relevant experience working on community organizing, advocacy campaigns, on environmental issues, political campaigns or with community-based organizations with management responsibilities.

    Specialized work experience, or scientific, technical, or legal credentials may be considered in lieu of 3-5 years experience above  

    Able to travel as needed will require a valid driver’s license. 

Compensation and to apply:

This position is grant funded for approximately 2 years.  The salary range is between $90,000-$105,000, dependent upon experience, and also includes benefits such as health insurance, disability insurance and a vacation package.
