Public Comment Period Remains Open on Lake Charles Methanol II CO2 Pipeline Permit

Low Carbon Logistics CCS Transport LLC and Denbury Gulf Coast Pipelines, LLC have applied for a Certificate of Public Convenience and Necessity (CPCN) to transfer and amend an existing CPCN for carbon dioxide (CO₂) pipeline facilities. This would reduce the approved pipeline diameter from 16 inches to up to 12 inches. They plan to construct and operate approximately 11.8 miles of CO₂ pipeline (the “Lake Charles Lateral”), and modify the construction route slightly from the previously approved path.

The proposed Lake Charles Lateral would connect to the Lake Charles Methanol CO₂ custody measurement facility at the future plant site on the west bank of the Calcasieu River, near the Port of Lake Charles. This pipeline would cross under Interstate 10 and the Houston River, while connecting to the existing Green Pipeline System between Sulphur and DeQuincy. It plans to transport an estimated 1.1 million metric tons of CO₂ annually, with potential expansion up to 4 million metric tons per year.

The applicant states the project will support carbon capture efforts and enhanced oil recovery operations, including the Oyster Bayou Unit and West Hastings Unit.
